Mayors, Taxes and the Governor

I'm hoping someone writes an article explaining this situation in detail. The Governor and all the Mayors say they don't want to pay as much into the pension fund. This in turn will supposedly lower our city property taxes. Sounds good to me, unless it means lower pension payments in the future. Does it? I'd like to know. Meanwhile Hevesi says this is just the Governor blaming the pension costs (which have been reduced by 10%) and avoiding the bigger issues of Medicaid and education funding.
